To the the Minister for the Environment, Climate, and Communications,

Ireland has long been a leader in tackling global issues, from banning new fossil fuel exploration licences to championing nuclear non-proliferation. Now, it’s time for Ireland to take another vital step forward in addressing the climate emergency by endorsing the Fossil Fuel Non-Proliferation Treaty.

The world today needs a Fossil Fuel Non-Proliferation Treaty to address the threat posed by fossil fuels, the root cause of the climate crisis. While oil, gas and coal are responsible for 86% of CO2 emissions in the past decade, the Paris Agreement makes no mention of fossil fuels. This Treaty is a big, bold idea aimed at complementing the Paris Agreement and calling for nation states to work together in three key areas:

A Just Transition – Creating a global mechanism to manage and finance a transition from fossil fuels to clean energy, and the economic diversification required to ensure that no worker, community or country is left behind
Non-Proliferation –  Ending the expansion of coal, oil and gas production
A Fair Phase-Out – Planning a fast and fair wind down of existing fossil fuel production in line with the 1.5ºC limit set in the Paris Agreement, where wealthiest countries historically responsible for emissions transition first and fastest leaving more carbon budget for others

Fossil fuels are the primary driver of climate change, and their continued extraction and use are pushing us towards a future marked by environmental catastrophe. Communities across Ireland have already experienced the consequences—extreme flash flooding has devastated homes, businesses, farms, and livelihoods. Many homeowners and businesses have been denied full insurance due to increased risks, and rising energy costs are plunging people into energy poverty, with many people fearful of the winter to come. It is clear that the burden of fossil fuels falls hardest on the most vulnerable among us. We all deserve to be able to heat our homes during Winter.

Despite this, Ireland has not yet set a date for the phase out of oil and gas. While we commend the Government's past achievements, including the ban on fracking and the Fossil Fuel Divestment Act, we must now take further, bolder action in order to keep 1.5°C alive. We need a systemic shift away from fossil fuels, and the Fossil Fuel Non-Proliferation Treaty provides the framework for achieving this.
We, the undersigned, call on the Irish Government to:

Officially endorse the Fossil Fuel Non-Proliferation Treaty and join the growing list of nations working to phase out fossil fuel production and prevent further harm to people and the planet.
Stop any new fossil fuel infrastructure and set a date for phase out of oil & gas
Commit to a just transition to renewable energy that will reduce energy poverty, create green jobs, and ensure a sustainable future for all Irish citizens.

Local councils, academic institutions, and over 70 civil society organisations across Ireland have already voiced their support for this treaty. The Dáil has passed a motion urging stronger divestment from fossil fuels. Now, it is time for the Government to act on these calls and show true leadership in the fight against climate change.

By endorsing the Fossil Fuel Non-Proliferation Treaty, Ireland will not only secure a cleaner, more sustainable future for its people but will also join a global movement dedicated to the health of our planet and future generations. We cannot afford to delay—our environment, economy, and communities depend on it.
